Hover-states don't display at smaller desktop browser widths.

I understand that this is to prevent hover stuff on mobile devices, but it's a little weird losing that functionality at smaller desktop browser sizes. Maybe we could change how we turn on/off hover states to work based on MOBILE tag rather than just browser width?
