Sync the build matrix with Orchard and cider-nrepl

The build matrix for piggieback seems ancient and should be tuned a bit. @gonewest818 can you help with this, as our resident Travis expert? 😄

P.S. I think we need to keep things simple here and we can only use for the matrix JDK 8 and 9 + ClojureScript 1.9. I'm pretty sure everyone doing cljs development is always running the latest stable version.
