Combination of UIDs is incompatible with IID

Add an option to turn off the new IID interface because it allows to get images at patient and study level independently of the combination of UIDs.
If the combination of UIDs is used at study level then the IID service must be turn off.
The IID service must be also consistent with the activation of the request at different levels (Patient, Study...)
