Supply Maxima with BinDeps

Right now users have to install Maxima by themselves. If BinDeps is used to supply Maxima then automated build services on github will work and the whole package install experience will be cleaner.

BinDeps seems to not be the tool for supplying something like Maxima (not a library dependency) and CI can be used without this.
