Unable to install `dbmss` package

To reproduce:

install.packages("dmbss")

It will give this error:

The EULA printing breaks the compilation command. Silencing them fix the problem

The package is not available for R 4.0.2 nor R 3.5.3, but installation in R 3.4.4 succeeds with the updated Dockerfile that includes make and gfortran.
