How to make a Bacon compressed database?

I see files like "Database/database_bacon.h" in MBROLA. How can I make a Bacon database?

As far as I know, bacon and cebab are proprietary database formats. When University of Mons released MBROLA as open source, support for them was not included due to legal issues. There are still some references to them in files, but probably they cannot be legally used even if it would be technically possible.
Maybe @thierrydutoit can explain it in more details.

I have compressed the large wave part of the database using OPUS codec from 8MB to about 800KB with a slight degradation in synthesis quality.
