Add htm-community/nupic.cpp HTM to the algorithms

We'd like to compare the results with the community HTM fork, that is still actively developed and has many new changes, features. This is tracked in htm-community/htm.core#205

• I'll see if we can run (API compatible) with numenta_detector.py,
• or if I'll create a new runner script.

Update: I have added HTM in python 3 from htm.core repo as HtmcoreDetector in NAB, for now you can use the community NAB: https://github.com/htm-community/NAB/
If you want, when this repo is ready transitioned to py3, I can make a PR here too.

@rhyolight would you accept HTMcore detector in this upstream NAB? We have it implemented for python3 in community/NAB (I'll make some modifications)
