Misleading comment in SP

In the SP's adaptSynapses, a comment reads: "Permanence values for shared inputs, which are input bits that are turned on and connected to more than one active column, are decreased in order to discourage multiple columns from learning the same input pattern."
This is not actually being done, so we should update the comment.

Sounds relatively smart though, maybe we should make a new issue to
re-implement this.
