Add instructions for reaching steering council

Someone asked me how to reach the numpy steering council. I believe incoming requests should go to numpy-team@googlegroups.com (?), but that address is only given on our community page: not where you would typically look for contact information.

I think it's actually numpy-steering-council@googlegroups.com... further illustrating your point that this should be more discoverable!

We discussed this issue at today's Docs Team meeting. What do you think of adding the email address for the Steering Council to this section on numpy.org: https://numpy.org/about/#steering-council?
