[FEATURE] disable emotes server wide

Having the ability to ban certain users from using emotes would be a very nice feature to have.
Since some of my friends can't seem to behave themselves

We already have this feature :D https://i.imgur.com/pjehhJL.png you can also right click on a user and select ignore, that will also ignore the emotes
