CPEx 2320 - Set up CPE scraper

Current progress: #3622

Locally:

• Copy credentials from server, to test locally
• Build and run it, make sure it runs properly locally
• Change all our internal names in the standalone MPE scraper to CPE
• Improve on my shitty code if you want or improve on it in other ways (update deps / refer to NUSMods codebase typedefs)
• Push to github

On server:

• Pull your update
• pm2 ls and remove any old entries or wtv
• Add your new MPE scraper entry to pm2
• Run it
