110m_cultural 5.1.1: should ne_110m_admin_0_tiny_countries include all sovereign countries?

ne_110m_admin_0_tiny_countries and ne_110m_admin_0_countries appear to be missing a number of countries.
A total of 37 rows present in ne50m_admin_0_countries appear to be missing, see the attached csv.

Is this intentional? At least the sovereign countries like Antigua and Barbuda, Andorra, etc. would be expected to be included in ne_110m_admin_0_tiny_countries, as it already does include small dependencies like e.g. Bermuda and Saint Pierre and Miquelon.

Generally it would perhaps be logical from an user and data processing perspective, if ne_110m_admin_0_tiny_countries and ne_110m_admin_0_countries together included the complete list of regions in ne50m_admin_0_countries.
