Specify plugin versions in POM

Best practice in Maven is to always specify the plugin versions in order to
ensure that builds are reproducable.
To check the latest versions:

Unfortunately the new version of Cobertura plugin calculates another percentage
for tests coverage. We are now 1% less :(
Although 97% is also not bad
