Can't reach tile links with keyboard and voiceover

On the MBD landing page, with voiceover on you can't get to the individual map tiles using the "next link" key combination (CTRL+OPTION+COMMAND+L). After the "About page" link in the top-row middle tile, it leaps to the hidden "list page" link.
Using the "next heading" key combo (CTRL+OPTION+COMMAND+H) you can cycle through all the decade headings (1850-1859, etc.). CTRL+OPTION+COMMAND+L should work like that for the links

This is just VoiceOver, so someone should check JAWS and NDVA.
