[BUG] onionjuggler-cli main script should not hold plugins --options

Describe the bug

For every new plugin, the option needs to be duplicated to the main script onionjuggler-cli.

• This is makes the main script help message huge
• options are parsed twice, first on the main script then on the plugin script, it shouldn't parse on the main script, it can check the validity of the option anyway, just assign variables for that won't be used also
