The comment window closes when mouseUp outside the form, when it is stretched

Steps to reproduce:

1. Go to an active assessment event
2. Open the comment window for any question
3. mouseDown to LMB on the form stretching element
4. Move the cursor beyond the form border
5. mouseUp to LMB

Actual result: The form closes (see gif)

Expected result: The form does not close, the size of the form changes according to the position of the cursor.
