Change the tooltip of the relationship creation button within the project

Steps to reproduce:

Go to the "Projects" section
Go to the details of any project
Move the cursor to the button of relationship create

Actual result: A tooltip appears with the text "Add"/"Добавить" (EN/RU)
Expected result: A tooltip appears with the text "Create"/"Создать" (EN/RU)
