Sometimes net routes are not garbage collected at cluster level causing inter-cluster net issues

Short

Sometimes when undeploying applications, the cluster-level network info remains in the db, as well as the interest registered. Not a problem on its own, but when deploying a different application with same service IP this creates conflicts and prevents proper propagation of the routes.
