Never have the option to "Allow" in Banner Alert

In the Alert banner, it only ever says OK, never gives the option for Allow.

MacOS 13.4

I don't have the option to 'Allow' either (Oversight v2.3.0, macOS 14.2.1).

After updating to macOS 14.3, I see the 'Allow' and 'Block' options on banners.

Somehow, those options have disappeared again from banners…
