ERROR: Your adapter does not support AP (master) mode

My phone's wifi chip is BCM4356
I create a visual card use this command:
iw dev wlan0 interface add wlan0_ap type __ap
ifconfig -a
wlan0_ap: flags=4098<BROADCAST,MULTICAST> mtu 1500

got this error messeage:
Failed to get phy interface
ERROR: Your adapter does not support AP (master) mode
but iw list show it support ap:
iw list

........

Device supports scan flush.
How can i to fix this issue? need to modify the wifi driver etc.?
