The resolution should be 1080p, but it shows me 1088p.

I'm sorry, but I fail to see how this is relevant to the windows encoder plugin?

So...where should I report this Linux obs-amd-encoder bug?

There is no linux obs-amd-encoder. If you meant ffmpeg-vaapi, I'm sure there is a thread on the obs forum somewhere.
