Provide an 'always open' option (aka "Open With OBS") for plugin interfaces

Currently, if you close OBS while VST interfaces are open, the next time you launch OBS those interfaces do not re-open. Instead, each has to manually be re-opened, which requires at least 4 clicks per source.

My suggestion would be a tickbox below the 'Open Plug-in Interface' with the intended function of keeping the interface open as long as OBS is running, regardless of the count of VST plugins loaded.
