Move cstringdist module to stringdist.cstringdist

Currently, pystringdist is under stringdist, but cstringdist is a top-level module. This seems like a mistake.

Thanks for making this though, for some reason all the Levenshtein distance implementations I can find seem to be GPL-licensed.
