Observations -

  1. Upgrade in case of unhealthy cluster results in an unhealthy broken cluster.
  2. Upgrade playbook seems to complete without a change in version of an unhealthy broken cluster. (1-2hr time utilized with not the expected result)
  3. OCP cluster tries to self-heal in case of any issues, having additional health checks will allow upgrading only when the cluster has achieved a healthy state.
