Problem -
The endpoint URL of PVS and VPC service for few regions vary, so having the default zone-region combination to deduce the endpoint URL wont work in this scenario, as it would need 2 different endpoint URLs to be used.

Example -

Region - London
PVS endpoint - https://lon.iaas.cloud.ibm.com/v1
VPC endpoint - https://eu-gb.iaas.cloud.ibm.com/v1
