Seat Data doesn't work properly when using real data from the API

After setting it up to work with our organization, the Org Seats page didn't return any results. This looks to be an issue with invokeCopilotSeatApi not returning an Observable. I was able to resolve this locally and I have uploaded the revised organization-level.service.ts file to get it working.

I do not have permissions to create a branch. I will happily create a branch and submit a PR with proper access.
