The second browser doesn't know it's a backup device.

To repro:

  1. create a new account in browser 1
  2. link to browser 2

Expected result: both browser 1 and browser 2 are aware we have multiple connections.

Actual result: browser 2 still shows "backup recommended".

I can't reliably reproduce this now, but leaving open in case others see it.
