Cant install due to package missing 'PackageDescription'

After installing xcode and trying to install the project, either through brew or by building it, i get an error and can't move forward:

error: 'autokbisw': Invalid manifest /Users/kenzoak/Others/autokbisw/Package.swift:4:8: error: no such module 'PackageDescription' import PackageDescription

Im on an m1 pro macbook pro on MacOs Monterrey 12.6
