fix the "all" in dropdown filters

We need to find a solution for the "all" category in the filters. Right now we are just using it for the one very specific case of Berlin, where there is a filter "Bezirk" which actually needs the "all" category https://offenerhaushalt.de/haushalt/BE/berlin/#/einzelplane?Bereich=&Jahr=2016&Titelart=Ausgabetitel

For all the other visualisations on the page it is pointless and it leads the users to believe that selecting "all" makes sense, while it really does not especially for the fields "Jahr" and "Budget Richtung".
Is there a way that we can ensure that "all" is not created for the fields "date" and "budget direction"? Those are all named the same in OpenSpending!
