Assess how to work with IBP's existing site content

From Elena's message:

"Another element that I did not mention in my previous, but that we should take into account, refers to how we already have a website that already includes some material related to the Open Budget Survey results (downloadable questionnaires, downloadable fact sheets, etc...). We want to be careful not to duplicate the information that we post, and to make the links between the various parts of the puzzle as clear as possible. So we may also want to talk about this!"

Iteration 1 addressed this by forcing the tool to exist within the IBP webdesign, so it could be deployed as a page on their Drupal site. In terms of content, the verbal agreement was that country data profiles within the Explorer tool would link through to the more editorial country profile on the main website, eg. Croatia.

This might be a little redundant, so perhaps I'll just link directly to the PDFs contained therein. That'll require some signoff.

Iteration 2 has a couple of options discussed; further issues might be filed as we work out how this is going to slot together.
Iteration 2 also has a new parameter: The tool doesnt need to slot into the webdesign, we can live in a subdomain such as http://explorer.internationalbudget.org and have a full-width super sexy design.
