Revisit unwieldy batch actions on item review

There's an abundance of select inputs on the item review view, and the batch edit options are notably long and cramped above the item listings. We may want to revise it to follow existing batch edit interfaces, using a single select with "Edit selected" and "Edit all" that leads to a list of options the user can perform. (See batch actions behavior for the core's item/browse view.)
