Centralise Infrastructure provider external secrets are into 1 external secret

Problem

AWS external secrets, containing the AWS access key, secret key are created in multiple external secrets. These should be centralised to reduce human errors for new users.

ClusterExternalSecret could be used with namespace labels to create external secrets into select namespaces.
