Applications/Network needs -lutil

Performed ./clean_world.sh, ./build_world.sh and building of Applications/Network failed on Debian. (See below)
Suggest adding

    ADDITIONAL_LDFLAGS = -lutil

to Network/GNUmakefile to pick up forkpty.
