Remove docker

Docker adds a bit of a hurdle for new developers to get dev wallet up and running and often gets out of sync with development. Make it so only npm run dev is needed to run dev wallet.

To be honest it was not working with docker lately at all, I agree with removal though. CLI has the dev wallet , which is pretty enough.
