Hard Delete Page Records

If a page is soft-deleted and an admin/staff tries to create a new page with the name of an invisible soft-deleted record, we need to hard delete the soft deleted page and then attempt to create the new page.

Fuck that - I'm just remove the is_deleted column from the pages thing and be done with it.
