`tmsu repair` should operate on the root or on `.` if no paths are given

tmsu repair . works great when files have been renamed but directories are the same. Can we make this the default operation? Or perhaps the whole database should be scanned. Since a full rescan would be slow, maybe tmsu repair --root should be a synonym for passing in the root of the tagged data.
