[FEATURE] allow layers to specify `relation_types`

It could be usefull to be able for a layer to specify relation_types just like it is possible in omt yml files.
One use case is to use superroute for hiking itineraries
The issue is in fact not in getting the superroute relations but in mapping ways to the super relations
