Move to GitHub Actions?

Do we want to move our testing to GH actions like we've done for other projects? @jamesaoverton

Yes. We've used 85% of our free Travis credits for the "ontodev" organization. So we should move any repo that we're actively working on and that uses Travis to GitHub Actions.
