In my own authoring with LSW I've found it useful to define 'label sources'. The simplest label source is one or more ontologies. To say a list of ontologies is a label source means that all of the labels from any of the ontologies or their imports are gathered and available for use as a LABELs (in the HOWL sense). A thing to watch out for is collisions - same label for more than one term. In my implementation these are warned about and none of the colliding labels are made available.

A refinement would be to be able to specify a set of annotation properties from which the labels are to be taken, so it easy to use a community-specific alternative term property for authoring.
