Fix certs pruning issue for rpc-go local wired and tls commands

As a rpc-go user, I'd like to prune existing certs before configuring wired and tls. We do this for wireless configuration, need to do the same for wired and tls commands.

Acceptance Criteria:

• Prune certs for tls commands
• Prune certs for wired commands
• Unit tests
