Tab should indent to next tab stop (and not just insert a fixed number of spaces)

For space-based indentation, a tab should indent to the next tab stop and not simply insert a fixed number of spaces. Say that the cursor is at position 6, and the tab length is 4, then pressing tab should insert 2 spaces such that the cursor is now at position 8.
