These methods are very basic, and I'm not sure for what use case they would need to be used as a library. Closing for now until there is demand.

There isn't (yet) demand for this in OCDS Toucan. If that were the case, we'd have a reason to offer this as a library method (instead of forcing OCDS Toucan through the command-line code path).
