Replace scripts with a single manage.py script

• Add make update to run the scripts currently in build-profile.py, build-reference.py, borrow-schema.py, fetch_currency_codelist.py
• Add make pre-commit to run the scripts currently in make_dereferenced_release_schema.py, make_versioned_release_schema.py, make_metaschema.py

Update standard-development-handbook as needed.
