[SDK] implement hooks

Implement hooks as per spec.

Hey @toddbaert, thinking of picking this up if it's not being worked on yet. I'll try to go through the Java and Go SDKs to get an idea of how the API should be sketched out (since they are more mature).

Let me know if any other things which needs to be taken care of, before starting.

Thanks @codekidX! assigned to you. I can't think of anything beyond what's in the spec, and yes, looking at Go/Java is a great place for reference. C# too if you are familiar with that language.
