Add script to migrate sdo owner public key from 1.8 to 1.10 format

• Usage: migrate-owner-public-key.sh <1.8-public-key-file>
• Put in tools directory and add to v1.9 or v1.10 release
• In KC add a note about somewhere under Installing the management hub and in SDO agent installation and registration
