[Feature] SegVisualizationHook: work in 'iter' but no 'epoch'

What is the feature?
When I train by 'epoch', (type='SegVisualizationHook', draw=True, interval=5), it can't correctly save images with 'epoch'. I find 'interval' is just based on 'every_n_inner_iters', but no 'epoch'
Any other context?
