Wait for arp stuck on second test case

I find that snappi test cases always fail on second wait_for_arp run.
Besides that, snappi testcases can pass as expected.

Example snappi test case: snappi/pfc/test_pfc_pause_lossless_with_snappi.py

Not able to reproduce the issue in our setup, asked for a debugging session with Microsoft

During the debugging session, issue is seen only with one api_server and with other api_server the script run was fine. Asked Jianquan Ye to restart the api_server and check issue still persists.
