Are these separate waitlists?
I asked the same thing and what appears to be an auto-response pointed me back here.

I have same issue, Can access plugin, but can’t find “develop your own plug-in option”
Not sure if it is a feature enabled by signing up for the "waitlist" but poorly worded, if so. (I am a paid subscriber to GPT plus) I have tried to apply for the waitlist too, but have not seen any change after several login attempts. I guess this is a beta feature, but come on now... Don't say we can do it, if we can't. The docs indicate if you don't see it in your settings, you don't have access- I can see it in my settings and can follow the docs just as far as this issue
Same issue here, very frustrating. I have my API developed, plugin developed - but no way to test or publish.
Same issue on my side... I subscribed to GPT plus, I can access plugins but no "Develop your own plugin" option. I just sign up for the trial just in case...

It doesn't make any sense, since not every plus user could access to plugin developer deck, but your guide is misleading
I don't hace access yet. I'm Plus User, I subscribed to the waiting list, and I don't see the option activated.
