PROTO encoding for keyless list

It is not possible to expand keyless list instances into {path, scalar} pairs since unique leaf paths cannot be formed. How gNMI server can return such data when the client requests PROTO encoding?
openconfig-network-instance.yang has multiple keyless lists.
