Unable to change TIMEZONE in ORA2

Hello Guys, We have been trying to change TIMEZONE of ORA2, but no success yet. We want to set TIMEZONE to 'Asia/Kolkata' for any datetime references used in ORA2. Currently when instructor sets Start date of Peer Assessment to 12:00 PM, it takes it as UTC. So for Indian Standard Time it seems to be available +05:30 hours after the actual start time set. So is there anyway which can help us change TIMEZONE?
